The EPR E-Waste (Management) Rules of 2022 define the Extended Producer Responsibility (EPR) Framework as a set of rules for managing electronic waste. These rules apply to four types of entities: manufacturers, producers, refurbishers, and recyclers. To implement these rules, these entities have to get themselves on an online portal developed by the Central Pollution Control Board. EPR Registration Process For E-WASTE
- Application Process:
- The producers will have to obtain registration on the portal.
- Applications can only be submitted online and no hard-copy applications will be accepted.
- The application has to be made in the portal that has been provided for the above purpose.
- Registration Validity:
- For the producer, the registration shall be valid for five years from the time that the EPR Registration Certificate is issued to the producer.
- Producers are required to make an application for renewal at least 120 days before the expiry of the registration.
- Application Requirements:
- A producer must submit basic information to register and information on electrical and electronic goods.
- waste electrical and electronic equipment (WEEE) placed on the market in each financial year by weight and including the average end-of-life weight of the products.
- Manufacturers are required to complete the self-declaration of the conformity with RoHS directive and to provide documentation by EN 50581.
- The details of the awareness plan as per Rule 6(3) should also be sent in.
- Processing and Approval:
- Upon submission of an application through the portal, officials of the division within CPCB will assess the application.
- The same will be forwarded to the Competent Authority, CPCB through the portal and will be processed further.
- After the approval, the Registration Certificate which includes the EPR Registration Number, list of EEE and the commitments of the producer towards EPR shall be granted to the producer through the portal.
- Communication of Certificate:
- The Registration Certificate and Registration Number as well as the EPR requirements of the producers will be provided to the producers through the portal.
- Incomplete Applications:
- If an application is incomplete all the deficiencies will be notified to the producer through the portal within 25 working days.
- The producer has to respond within 07 working days through the portal in the format prescribed in the notice.
- Upon receipt of the reply, the application shall be processed in the manner set out in sub-paragraph (4) above.
- Two-Part Submission:
- The registration requires completing two parts, Part A and Part B where the details have to be filled.
- Issuing Registration:
- The CPCB has to provide registration within 30 working days after the complete application has been submitted on the registration portal.
- Verification and Response:
- If the application is incomplete the CPCB may review it within 25 working days and share with the applicant through the portal a digital checklist of deficiencies.
- The checklist will be released by the concerned CPCB division and it can be accessed on the portal by logging on with the credentials.
- Clarifications in EPR Camp:
- Producers will have their specific time in the EPR Camp to address and ask questions concerning the digital checklist through video conferencing.
- Granting Registration:
- The CPCB may grant the registration on the portal and the EPR Registration Certificate as well as the targets and obligations for the producers according to the information provided in the application.
- Registration fee:
- The Central Board in its 194th meeting has also decided that producers shall have to pay a registration fee.
